Multiple clubs from the EFL are said to be planning a revolt over plans to close the transfer window before the season starts next year.
Last month the Premier League voted to end the summer transfer window on August 9 in an attempt to maintain squad stability for the first few weeks of the season.
The EFL subsequently announced that it was considering following suit and at a provisional meeting a fortnight ago, a majority of the 72 clubs indicated that they would back the plan at a formal vote in February.
According to the Daily Mail, however, several "disgruntled owners" of clubs in League One and League Two "claimed plans were not properly discussed during the September meeting".
In the meeting, held at Villa Park, 48 clubs backed the changes, with 15 rejecting them, two abstaining and seven not voting.
The newspaper claims that a number of unhappy third-tier and fourth-tier sides will now hold their own informal meetings in the coming months "to discuss their next move".
Under the EFL's proposals, clubs would still be able to loan players in and out until the end of August.
